CARTELS AND THE WAR FOR OUR SOUTHERN BORDER
Webster’s Dictionary defines a cartel as:
Ø A written agreement between belligerent nations
Ø A combination of independent commercial or industrial enterprises designed to limit competition or fix prices
Ø A combination of political groups for common action
Ø A number of businesses or enterprises united for commercial advantage
Example: a cartel of oil producing nations that controls production and influences prices
Other terms include: syndicate; trust
Mexico’s drug cartels are fighting each other over the four major U.S. highway systems that provide transit routes into the United States and they have created a dangerous WAR ZONE along the southern border of the United States.
I have tried to compile this information in a way that weaves the threads together to give a clear picture of what life is like now and what life could be like in the days ahead if we do not place our southern border in our “cross-hairs.”
I BELIEVE THE SOUTHERN BORDER IS IN THE LORD’S SIGHTS
The United States of America was created with dual purpose. There was Divine purpose and destiny at the founding of America, but there are also signs of the enemy’s plan - we see his occult symbolism and art in the public square. There has been a battle from the beginning, and guess what? THE WAR IS ESCALATING.
The Lord spoke to me last year to call the nameless, faceless Joel 2 Army to rise up and battle for our southern border. At that time I put together a nice little letter, calling people to pray (see invitation following).
NOW IT IS TIME TO SOUND THE ALARM: WE ARE A NATION AT WAR
Please read this letter and consider becoming a part of this expression of the nameless, faceless Joel 2 Army taking their places on the wall of the southern border of the United States. This is national in scope and should not be left just to the intercessors in
Texas, New Mexico, Arizona and California. Now is the time for every joint to supply.

Nothing is more lucrative on the border than the control of vital transit border routes, literally worth billions. Cartels are vying for control of trade routes for U.S. bound drugs.
Mexico’s Juarez Cartel and archrival Gulf Cartel see DALLAS as a HUB FOR MOVING INTO CITIES IN THE REST OF THE COUNTRY.
DALLAS is the new Miami for transiting drugs. Drug traffickers kill for I-35.
HUMAN TRAFFICKING, A WHOLE STORY IN ITSELF, IS ON THE RISE – NOW ONE OF THE TOP SMUGGLING ENTERPRISES.
In Feb. 2007 a ring of brothels that transported Latin American women from brothel to brothel in 13 U.S. cities and forced them to have sex with as many as 40 men a day was broken. Brothel sites included LAS VEGAS, NEW YORK CITY and ATLANTA.
LOS ANGELES, with 720 known gangs, is the epicenter of gangs in the U.S., the new American Mafia.
National Guard troops are stationed on our borders. On Jan. 3, 2007 Tennessee National Guard troops in ARIZONA encountered gunmen carrying automatic weapons heading into Mexico, possibly transporting drug money. What happened when outlaws with guns ran into the National Guard? The troops RETREATED, and the gunmen fled into Mexico. A newspaper report stated Guardsmen are not allowed to fire unless they are fired upon, because of the “rules of engagement”. Men with guns need to be stopped, yet the Guard’s job is to be eyes and ears for the Border Patrol, without authority to arrest or detain. AZ State Rep. Warde Nichols said the gunmen were probably “testing” to see what the Guardsmen would do. The encounter has broad security implications because armed people now know the National Guard will retreat. T.J. Bonner, president of the Border Patrol agents’ union said, “It’s a recipe for disaster.” And it is.
One consequence of the recent immigration crackdown is that the smuggler’s price goes up, and unscrupulous people who see no value in human life try to maximize their profit by hijacking rivals’ deliveries of undocumented immigrants. In recent cases 7 people have been killed in ARIZONA after apparent smuggler-on-smuggler violence. Three immigrants were killed after gunmen tried to steal a rival’s load of immigrants.
CHULA VISTA, CA (San Diego County, 8 miles from the border) has nearly doubled to 230,000 people since 1990. Kidnappings-for-ransom and violence have fueled the northward push by wealthy Mexicans. Drug traffickers have virtually taken over Tijuana, one of the main destinations for drugs smuggled across the border into the United States from Central and South America as well as from other parts of Mexico.
The director of a day care center for children of Tijuana’s embattled police officers cautions the parents, “Don’t fight with your husband in the morning because you don’t know if he’s coming home at night.” Last year 25 of their colleagues were murdered.
One Tijuana officer was quoted, “If I do my job right they’ll kill me.”
JUST TO DRIVE HOME THE DANGER
“MEXICAN CARTELS HAVE BECOME THE MOST DOMINANT DRUG-TRAFFICKING ORGANIZATIONS IN THE HEMISPHERE,” according to a Jan. 2007 Dallas Morning News report. “Mexican drug cartels, once regarded mainly as couriers for South American cocaine producers, have spread their powerful tentacles deep into the Andean nation of PERU, sowing violence and nourishing the re-emergence of Shining Path guerillas.” The article also said drugs are a “multi-billion-dollar shadow economy in Peru.”
CLOSER TO HOME
The drug cartels are taking control of cities and coasts and highways up and down Mexico, while the government and the people are spectators before images of the tortured and beheaded in the media. Some experts say the Mexican police forces, weakened by corruption and cowed by assassinations, are not up to the task of countering underworld feuds. The scale of lawlessness, its geographical reach and the apparent inability of the government to keep it in check threaten Mexico’s political stability.
More than 2000 drug related killings took place in Mexico in 2006, including police chiefs, mayors, law-enforcement officers (including 1 sheriff only in office 7 hours), reporters and judges. A crime expert at Mexico City’s Police Formation Institute said the worst part of the killings is, “There is total impunity. No one has been arrested. It’s open season on cops and no one seems to give a damn.”
Recently the executive secretary of Mexico’s National Public Security Council said, “Drug traffickers control all aspects of many cities, from the police to which businesses are allowed to operate,” and “There are places where drug dealers have replaced the local government.”
The week of March 11-17, 2007, was one of the bloodiest weeks of drug hits in Mexican history. More than 50 people, many of them police officers, were gunned down, signaling a renewed surge in violence and more brazen tactics by traffickers as they reassemble and secure territories. The drug violence not only threatens judges and politicians, but also American tourists and U.S. investors.
The body of an unidentified man, tortured and shot in the head, was found on March 21 in a suburb of Monterrey, previously considered the safest city in Mexico. The body and a note threatening Nuevo Leon’s top security official were found near where assailants the previous day dumped the body of Gustavo Espindola, hands and feet tied, head covered with tape, a message threatening Nuevo Leon’s state authorities attached to his chest with an ice pick. Both notes warned that the violence – which has killed 32 people since January 1 in Nuevo Leon (which includes Nuevo Laredo across from Laredo, TX), including 13 police officers – will continue. The killings are an attempt by the Gulf Cartel and the Zetas to gain control of police through intimidation and corruption.
Nuevo Laredo, Mexico’s most violent border city, has become the center of the drug war and the murder capital, controlled from the inside out by the cartels. They are killing anyone who gets in their way - more than 500 people in Nuevo Laredo in 2006.
The violence has changed the lives of U.S. citizens on the Texas side of the border in Laredo, where kidnappings, narcotics trafficking and corruption are now common.
Soon after taking office Dec. 1, 2006, President Calderon ordered massive raids by Federal Police and soldiers in states where rival gangs have been engaged in shootouts, executions and beheadings. His efforts to reclaim Mexico from drug gangs - sending troops to hot spots in Mexico and raiding key trafficking routes in two of Mexico’s northeastern states - increase the likelihood that Juarez/El Paso will be even more of a drug funnel into the U.S.
During the presidency of Vicente Fox there were an average of 4 murders daily. His administration is considered a failure in the war against the cartels. Of 470 people killed so far this year (mid-March 2007), an average of 6 per day, 58 have been police officers. The shootings have prompted mass police resignations in several states – more that 300 in Nuevo Leon (including Nuevo Laredo) and dozens more in Chihuahua (64 people killed this year in Juarez) and Sonora (bordering AZ).
Arrests of cartel leaders and top lieutenants spark violent struggles in the 2nd rank levels. When an old order is fractured, the remaining dealers kill one another or make new alliances.
El Paso Sector Border Patrol Agents made 15,463 apprehensions in the last quarter of 2006. During that period along the full TX/MX border, agents apprehended 158,118 illegal aliens. OTM’s (other than Mexicans) apprehended totaled 12,942.
Recently a minister who works with teen-age detainees learned through a dentist that one man was not in fact 15 as he claimed, but 26 years of age. It turned out he’s one of many Al Qaida recruiters infiltrating through Mexico.
BORDER STANDOFF
Columbus, NM is listed in the National Register of Historic Places as the last place on the continental United States invaded by a foreign power, raided on March 9, 1916 by the forces of "Pancho" Villa. Much of the town was burned, and citizens and soldiers alike were killed. Was this really the last invasion?
Incursion: A sudden attack on hostile territory; act of entering another's territory.
On Jan. 23, 2006 men with military-style uniforms, driving military-style vehicles and carrying military-style weapons appeared to be members of the Mexican Army guarding a shipment of drugs being crossed at an isolated section of the border in Hudspeth County, south of El Paso. A federal agency reportedly traced an identification plate off one of the vehicles to the Mexican military. Hudspeth County Sheriff Arvin West, a former Marine, said of Mexico's denial that their soldiers were involved in guarding drug shipments, "Let's clarify that it was the Mexican military. There's no doubt in my mind. Let's quit lying, work together and stop this crap."
Claiming that his deputies with side arms and shotguns are no match for heavily armed smugglers with automatic and high caliber weapons, Sheriff West accuses Homeland Security Secretary Michel Chertoff of neglecting to give local law enforcement agencies adequate resources to protect the border.
One Hudspeth County resident said, "The Border Patrol, Sheriff's office and state troopers help each other, but they are outmanned and outgunned."
An El Paso Times editorial (Feb. 6, 2006) stated, "the Jan. 23 incident, and probably many of the reported 210 border incursions that have occurred in the past decade are drug-related. The more successes the drug traffickers have on the border, the bolder they will become and the chances of violence involving U.S. law enforcement and/or civilians go up, too."
PLEASE DON’T FORGET FORMER BORDER PATROL AGENTS
In a 2/15/07 letter to the editor of the El Paso Times a writer stated the obvious:
“When our government gave immunity to the drug smuggler and prison to our agents, they opened the borders to the criminals of the world.”
I have now been in personal contact with 3 different cases where law enforcement officers have been prosecuted and sent to prison unjustly while the drug smugglers or illegal immigrants they were trying to apprehend were allowed to go free.
All of the cases have one thing in common. The Mexican Consulate contacted our government and demanded that the officers be prosecuted. In one case the Sheriff’s Deputy had been cleared by the Texas Rangers and was commended for doing a good job. He was back at work, carrying a weapon and defending our borders for months.
In each case, when the facts are studied and known, (not just the talking points constantly repeated by U.S. Attorney Johnny Sutton) the TERRIBLE INJUSTICE is shocking. Former Border Patrol agents Ramos and Compean (and several other innocent law enforcement officers) are suffering at the hands of an administration that has created a climate of open borders and punishment for those who enforce our laws, and is apparently committed to pleasing the Mexican government no matter what.
Please don’t be naive. This is all connected.

Los Zetas, former Mexico Special Forces recruited by the Gulf Cartel, torture, beat and behead rivals and police. Some had received U.S. military training while they were members of Mexico’s Special Forces. The Zetas control I-35 (future route of the Trans-Texas Corridor which links into the bigger picture of commerce being used to justify the North American Union) through Texas.
Inside knowledge of Mexico’s security forces, experience with sophisticated weaponry, intelligence gathering, surveillance techniques and operational planning gave Cardenas’ Cartel an edge over rivals.
Cardenas, who continued running the Gulf Cartel from a luxurious cell inside top security La Palma prison west of Mexico City, was recently extradited to the U.S. and charged with drug smuggling and threatening federal agents. The Gulf Cartel is responsibe for much of the violence plaguing the Texas/Mexico border.

The Juarez Cartel operated on intelligence, while other organizations functioned more with brute force.
Alejandro Rodriguez Meza ran a cell dedicated to money laundering and transportation of drug money, dismantled 2/07. Wife, Miriam Elizabeth Martinez Morales oversaw couriers bringing drug money from Detroit, Chicago and New York to Mexico. Others crossed hundreds of thousands of dollars into Mexico from El Paso, obtained cellular phones for bosses and hid vehicles used to carry the money.
Graciela Gardea Carrasco, a “GATEKEEPER”, was responsible for controlling drug smuggling across the border. Operating from a small town across from Redford, TX, he was responsible for organizing and managing importation and distribution of marijuana from Ojinaga and Chihuahua City to the Western District of TX. Gardea, recently extradited to the U.S., faces charges in Midland, TX.
Guillermo Eduardo “Lalo” Ramirez Peyro, a Cartel lieutenant, was a U.S. informant who led authorities to 12 male bodies in a Juarez backyard in 2004. He is currently in Immigration and Customs Enforcement custody fighting deportation to MX, where he will be tortured in or out of prison before he is killed.

U.S CAPTURES TIJUANA DRUG CARTEL BOSS OFF MEXICO COAST – Aug. 17.
The coast guard caught Francisco Javier Arellano Felix while he was deep-sea fishing in international waters – decapitating a murderous cartel… the same ones who had tunneled under the border to San Diego. Clearly, more needs to be done, but this was referred to as “taking the head off the snake.”
Two suspected assassins were also on the boat. In a 2003 indictment the Arellano-Felix gang was blamed for 20 murders in the U.S. and Mexico.
OFFICIALS SAY DRUG LORD’S CAPTURE BIG BLOW TO CARTEL – Aug. 18
Mexico’s Attorney General believes the Arellano Felix Cartel has been taken apart. The cells can continue operating but no longer as a cartel or the dominant group. This article used terms like “taken apart” and “totally devastated.” The probable 2nd in command was also captured, and no discernable leader is left to fill the void.
MEXICO CHARGES 2 POLICEMEN WITH AIDING FELIX - Aug. 20
Numerous Mexican police officers have helped the Tijuana-based gang move tons of Columbian cocaine and Mexican marijuana to the U.S. but few corrupt officials have been brought to justice.
PROSECUTORS VOW ROUND-UP OF CORRUPT TIJUANA POLICE – Aug. 24
There will be arrests of corrupt police on the Mexico California border…. We are going to work for the COMPLETE DISMANTLING … of the cartel, said Daniel Cabeza de Vaca, Mexico’s Attorney General. This dismantling has encouraged other cartels to step up efforts to gain control of western Mexico, creating more drug wars.
FORMER LEADER: Francisco Rafael Arellano Felix
After he completed a 10-year sentence for violating Mexico’s weapons laws, U.S. authorities requested extradition of Francisco Rafael Arellano Felix. A Mexican judge approved the request in 2004, and he was remanded to U.S. custody 9/06, one month after Francisco Javier Arellano Felix was captured in international waters by the U.S. Coast Guard and turned over to authorities in San Diego to face charges of drug trafficking, money laundering and conspiracy. Of the 7 brothers suspected of being behind the Arellano Felix Cartel, most have been arrested or killed.

A large distribution conspiracy case involved dozens of Texas Syndicate members. Of the 21 defendants, half received prison terms of 14 years or longer. Arredondo received a 40-year term on drug conspiracy charges.
Ernesto Medrano, sentenced to federal prison for 17 years for conspiracy to distribute and possess with intent to distribute cocaine, orchestrated a smuggling operation that brought cocaine on U.S. military transport flights from Columbia to Ft. Bliss in El Paso, TX.
Several drug and gang related murders in the Dallas area probably have been committed by The Texas Syndicate. Authorities believe the long sentences have effectively dismantled that gang operation in Dallas. Too bad we all know there’ll be another one waiting to take over.
MEXICAN MAFIA
The Mexican Mafia today is composed of at least 30,000 Mexican-American members and close associates, some in state prisons and many more freely roaming Southern California. Some of the gang’s activities include expanding its control of drug/heroin trafficking, drug rip-offs, prostitution, business robberies, contract murders, gambling, debt collection, extortion and other illegal activities.

SECURITY AND PROSPERITY PARTNERSHIP OF NORTH AMERICA
In March 2005 President Bush, Mexico’s President Fox and Canada’s Prime Minister Martin launched the Security and Prosperity Partnership of North America (SPP). Following the formation of the SPP, the Council on Foreign Relations (CFR) published a 2005 report entitled Building A North American Community, which includes a program that allows Mexican and Canadian trucks “unlimited access” to cross the border.
The most obvious result is the furtherance of plans for the NAFTA Super Highway, also known as the Trans-Texas Corridor (TTC). This 12-lane highway will parallel I-35 and will include lanes for autos and trucks, as well as rail lines for people and freight. The TTC will be as wide as 4 football fields, eventually 4,000 miles long and will require EMINENT DOMAIN proceedings to take 584,000 acres of Texas farm and ranch land with an estimated cost of $184 billion. The Spanish company building the corridor expects to make 61 times its initial investment from tolls.
FYI - Mexico anticipates billions of dollars in new trade, mainly from China, on its way to the United States via The NAFTA Super Highway. Already strained federal law enforcement agencies monitoring border security and narcotics will be challenged not only by Mexican, South and Central American drug-trafficking organizations, but also by ASIAN CARTELS. It will be nearly impossible for U.S. agencies to stem the tide of contraband (narcotics, pirated videos, humans or weapons of mass destruction) expected to enter the country through Mexico.
China is in position to be able to pull the plug on the U.S. economy. If the dollar were to collapse we would be forced to accept the North American Union’s “amero.” See China attachment.
Referring to the Super Highway, a Link recently told me, “I have known about this since I was invited to Mikel Gorbechev's State of the World Forum in the early 90’s. (She attended as a journalist or it would have cost her $5,000.00.) I saw maps manipulated to show Canada, the US and Mexico as ONE body. NO BORDERS … thank you NAFTA! The trade industry is a sneaky way to break down sovereignty (the US in particular) and borders. I also saw this ‘body’ as a weakened union … The New American Union. This union was called the ‘western sector of the new world order.’”
The Federal Reserve System is a false system. It’s private, not federal, and there are no reserves. President and CEO of the Dallas Fed, Richard Fisher, who helped negotiate trade agreements and oversaw implementation of the North American Free Trade Agreement as a U.S. trade representative, said in February 2006 in El Paso:
“BREAKING DOWN TRADE BARRIERS has opened up the world economy. That’s why Federal Reserve policy-makers now look at the WORLD’S capacity and not just the U.S. economy when setting interest rates.”

The Security and Prosperity Partnership of North America was launched in March 2005 (I wonder how long it was on the drawing board before Gorbechev’s conference) as a trilateral effort to INCREASE SECURITY and ENHANCE PROSPERITY among the United States, Canada and Mexico through greater cooperation and information sharing.
… our three great nations are bound by a shared belief in freedom, economic opportunity and strong democratic institutions. Do you ever wonder why we keep trying to export democracy when we are supposed to be a republic?
President Bush, Prime Minister Harper and President Fox have identified emergency management; influenza pandemics, including avian influenza; ENERGY SECURITY and safe and secure gateways (border security and facilitation) as key priorities for the SPP. One Link asked the Lord what the U.S. expects to get from this partnership, and He gave her revelation that it is oil – black gold – so we would no longer be dependent on the Middle East. She had no idea that oil is Mexico’s primary resource when she shared what the Lord showed her.
In June of 2000 Glen Spencer, president of Voice of Citizens Together (talking about the American Southwest, known as Aztlan, mythical place of origin of the Aztec people which some Hispanic activists want to reclaim) said, “… with the increasing unrest along the U.S./Mexico border, the Border Patrol will eventually become overwhelmed, requiring the Army to take action. (This has been my concern.) With increasing unrest and military presence all along the border, THE CURRENT BORDER WILL BE ERASED AND A NEW BORDER ZONE stretching 150 miles from the current border into the United States will be put in place.”
President Clinton signed Executive Order 13122 May 25, 1999 establishing an Interagency Task Force on the Economic Development of the Southwest Border to “coordinate and better leverage existing Administration efforts for the Southwest Border, in concert with locally led efforts to increase the living standards and the overall ECONOMIC profile of the Southwest Border so that it may achieve the average of the Nation.” Toward the bottom of the order, it says, “The Southwest Border or Southwest Border region is defined as including the areas up to 150 miles north of the United States – Mexican border in the States of Arizona, New Mexico, Texas and California.”

U.S. Transportation Secretary Mary Peters and Mexico’s Transportation Secretary Luis Tellez announced a pilot program that will allow some Mexican commercial trucks on U. S. roadways. This was to have taken place with the advent of NAFTA, but concerns about labor, safety and environmental impact stalled implementation. So far, 800 companies have applied to be among the 100 pilot participants.
Rep. Peter De Fazio, D-OR, said, “Under NAFTA the U.S. has consistently compromised its environmental and labor standards. Now we’re being asked to risk the safety of citizens on highways and in communities where these trucks will travel.”

High-ranking officials, including Homeland Security’s Michael Chertoff and Canada’s Public Safety Minister, were in Mexico City meeting with their counterparts in the Mexican government to discuss moving toward the North American Union. Their discussion is expected to produce recommendations for President Bush, Canadian Prime Minister Stephen Harper and Mexican President Felipe Calderon to consider at a summit expected later this year in Canada. When the Public Safety Minister was asked at a press conference, “Where was the input from the citizens of the 3 countries?” he replied, “That type of thing happens in different venues on a host of other occasions.” Yeah, right.

Top-level meetings were also held in Ottawa to hammer out changes in border security, the energy grid and regulations among the United States, Canada and Mexico in an effort to INTEGRATE THE ECONOMIES OF THE THREE NATIONS BY 2010.
The plan is moving quickly at the highest levels of our government and at the highest levels of corporate America, without Congressional oversight and in most cases without public knowledge or public approval.
During a press conference in Canada, Condoleeza Rice declared, “This is a broad agenda that is going to make life better for our people. The only way we can achieve security and prosperity for our people is through this cooperation.”
Mexico’s Foreign Minister Patricia Espinoza said, “We recognize today that the issue of security is intrinsically linked with economic and trade flow.”
Canada’s Foreign Minister Peter Mackay added, “It’s all about cooperation amongst our neighbors.”
WELL, THAT CERTAINLY MAKES EVERYTHING CLEAR!
Three governments are working closely with big corporations as the North American Competitiveness Council (NACC). This group is focused on improving the secure flow of goods and people within North America, cutting red tape and minimizing minor differences in standards and regulations between the 3 countries. The NACC was first convened on June 15, 2006 by Secretary of Commerce Carlos M. Gutierrez. Writing about this group in Human Events (7/11/06), Jerome Corsi said it is an "apparently extra-constitutional advisory group organized by the Department of Commerce (DOC) under the auspices" of the Security and Prosperity Partnership of North America (SPP). "The 'SPP Ministers' were not identified," Corsi wrote, adding "Moreover, the term 'Ministers' was an unusual reference to the U.S. government, especially when the founding fathers had taken such pains to rid the U.S. of all terminology that could be reminiscent of monarchical systems such as the British royalty, against whom the Revolutionary War was aimed. Evidently, the reference was to Gutierrez, Secretary of State Condoleezza Rice and Homeland Security Secretary Michael Chertoff, the three cabinet officers to whom the extensive SPP working groups organized in DOC are now reporting, as well as to their cabinet level counterparts in Mexico and Canada."

Have you ever wondered why Felipe Calderon’s promises to deal with the drug cartels in Mexico have sounded the same as that of other Mexican presidents, and yet, in contrast to his predecessors, he has acted swiftly, deploying thousands of troops to confront them head-on? (Sure you have!) J
Here’s the answer. On his first visit to Washington, Calderon frequently repeated his desire to make Mexico “one of the best places in the world to invest,” even adding that Mexico’s prosperity would help reduce the number of undocumented immigrants coming to the U.S. Calderon recognizes that Mexico must be safer to attract more investment. In the process HE HAS ALSO MANAGED TO CONNECT MEXICO’S ECONOMIC ASPIRATIONS TO U.S. SECURITY INTERESTS.
Speaking of security interests for the U.S. and for Mexico, a Mexican political commentator said in Jan., “The weakening of Mexican political parties as a result of the razor-close election has not only left the country divided, but ALSO CONVERTED THE MILITARY STRUCTURE INTO THE ONLY VISIBLE GUARANTOR OF NATIONAL SECURITY. I assure you this isn’t much comfort if you live on the border. One thing does stand out about needing Mexico’s military to give the illusion of safety and stability – just like militarizing the southern U.S. border will give the illusion that we are being protected - we seem to be willing to trade privacy (in this case sovereignty) for safety every time, and we could end up losing both that way.
There is talk of substantially increasing U.S. monetary assistance. Rep. Henry Cuellar, D-TX, has introduced a bill in Congress to provide Mexico $850 million in aid during the next 5 years.
While President Bush was in Mexico last week (March 2007) he vowed to reduce U.S. demand for drugs, WHICH HE BLAMED IN PART FOR THE DRUG VIOLENCE IN MEXICO. That’s exactly what Calderon has been saying. He has also chastised President Bush for the arms trafficking from the U.S. that puts weapons in the hands of organized crime in Mexico.
Monica Sanchez of the Washington Post wrote, “There was a lot of optimism when Bush and former Mexican President Vicente Fox reveled in their affinities in 2001, but their relationship turned out to be all honeymoon on horseback and little else. Perhaps with Calderon, the U.S. and Mexico might find themselves in a working marriage.” The North American Union?
THE CONUNDRUM
One definition of a conundrum is: a complicated problem.
How do we address intercession for these critical problems? How many times have you thought we were supposed to stop something, even change history, and nothing has changed? Some of the issues presented in this paper are no-brainers. Others are less clear.
The clock is ticking. It’s time for certain things to come to pass.
On March 7, 2007, the Lord led me to buy 2 prophetic clocks, and at precisely 5:55 another intercessor and I “set the time.” That night I attended a service where a visiting minister was preaching. His message was from Psalm 102:12-13, “But You, O Lord, shall endure forever, and the remembrance of Your name to all generations. You will arise and have mercy on Zion; for the time to favor her, yes the SET TIME, has come.” Several years ago a dear intercessor gave me a clock from the ten Boom Watch Co. in Holland. It was not running when I received it, and I knew the Lord would let me know when to get it started. I was led to buy a battery just before we set the time on the other clocks. A few days later the Lord told me boldly, “The clock is ticking.”
Simply put, the SET TIME has come for prophetic events to unfold. We might be conflicted about a coming North American Union, but what if that’s one of the things that MUST come to pass for the Lord’s purposes?
How then shall we pray?
“And I will give you the keys of the kingdom of heaven, and whatever you bind on earth will be bound in heaven, and whatever you loose on earth will be loosed in heaven.” Matthew 16:19
“Assuredly, I say to you, whatever you bind on earth will be bound in heaven, and whatever you loose on earth will be loosed in heaven. Again, I say to you that if two of you agree on earth concerning anything that they ask, it will be done for them by My Father in heaven.” Matthew 18:18-19
My Hebrew Greek Key Study Bible clearly explains this as the Spirit has taught me.
“The teaching here is that those things which are conclusively decided by the King in the kingdom of heaven, having been so decided upon, are emulated by the Church on earth, the Church being the true believers whose testimony is the Rock … we only confirm those decisions that have already been made by the King Himself as conclusive in the general context of His kingdom both on earth and in heaven … translated respectively as “having been bound” and as “having been loosed” already in the heavens. Believers on earth can only confirm what has already taken place in heaven.”
THIS IS THE PRAYER OF AGREEMENT
HIS KINGDOM COME HIS WILL BE DONE ON EARTH AS IT IS IN HEAVEN!

Border Sheriff’s Posse Invitation
The Lord has continued to deal with me about the border, and, as I'm sure most of you know, border problems are increasingly serious. Immigration and Homeland Security issues are critical, and crime seems to be out of control.
The border county sheriffs in Texas recently formed the Border Sheriffs’ Coalition and have now invited the sheriffs from New Mexico, Arizona and California border counties to join them. The coalition has recently included sheriffs from counties not directly on the border but on the path of migrants and drug smugglers.
LinkAmerica’s Joel 2 Army is sponsoring a Border Sheriff's Posse to "ride" the US/Mexico border in intercession. We will "pardner" with intercessors around the United States to protect the 24 counties along the U.S./Mexico border.
It is critical that we take our place on this fence.
I will periodically send specific information and prayer points. We will support law enforcement agencies, pray that illegal activity be exposed (drugs, human trafficking, etc.) and ask that those who are slipping across America's borders with the intent to cause harm be exposed and apprehended.
This is not about politics! This is about the protection of the United States of America.
Lately I have been reminded that my great-uncle was a sheriff in Pierre, the capital of South Dakota, and my great-grandfather was a sheriff in the small town of Manzanola, Colorado. Recently I was visiting with a prophetic intercessor that did not know about the Border Sheriff’s Posse when she pointed her finger and said, "And right now God is pinning badges on hidden intercessors... like a sheriff's badge," and with that she poked her finger into my shoulder!
Please ask the Holy Spirit if you are one of those being "deputized” by “The Sheriff” to aid in law enforcement." We'll "ride" the fence. We'll catch rustlers, mend spiritual fences and sing some great trail songs along the way.
Seriously though, this is sobering. For those of us who "hear the children crying" this will be an opportunity to protect those who are being trafficked for the worst possible purposes. Lawlessness abounds. The spirit of Mammon is rampant. I, for one, would like to see them hog-tied! One intercessor said to me the other day, "I can worship over the border." Yes, Patti, you can. And I hope hundreds more will join you.
Fred Berry, the pastor of the new Azusa Mission in downtown L.A. probably had no idea what he was doing when he gave me his new black cowboy hat, but I sure do! A deputized cowgirl needs a hat.
